"I am told the streets are cold at night"

A Cornish letting agent gets a roasting in Parliament for going beyond the bounds of decency in a letter to a tenant in arrears. Estate Agent Today, however, comes to the agent's defense, claiming that the quotation is lifted from a single letter that follows a chain of correspondence in which the tenants were given every support and opportunity. The question begged is whether there's ever a situation in which such a comment from a lettings agent to a tenant is acceptable... I tend to think not.
