Could new planning laws cause the mother of all housing shortages?

The last government talked of a need for at least 250,000 homes a year between now and 2020 to avoid a housing emergency. Orr suggested the effect of the combined funding cuts and planning changes could reduce total house-building to below the 100,000 mark for the first time in 100 years.
