The fella was only using his initiative. His pm response to a post on homeinspectorforum.co.uk:

"Thanks for your enquiry. Sorry you are confused. Let me try to explain. I am training to be a DEA at present but I am having trouble getting enough test assessments for my portfolio of evidence. So if you read my advertisement correctly you will see that I am offering people an analysis of their property, a copy of the RdSAP certificate (not valid) that I present as part of my portfolio of evidence. As people won't do something for nothing, I plan to offer to give these people (3-4) their full EPCs for free (if they want) once I have qualified and am accredited. Don't worry I don't plan to do Free EPCs once qualified! LOL!
